Legal Issues and Good Practices
Action Area 3: New Shared Potential
Deliverable 7.3 | WORK PACKAGE 7 – Joint Research Structures Utilization Strategy
Deliverable D7.3 documents summarises first three steps planned and completed in WP7, regarding Joint Research Structures of EURECA-PRO Alliance: (1) define the problem, (2) carry out research and (3) outline existing best practices. It is composed of two parts: Report entitled “Joint Research Structures Utilization Strategy” and first set of initial Expert opinions. Content of the Report was completed based on extensive data provided by all RE-EURECA-PRO partners reflecting legal, regulatory and organizational makeup and procedures concerning research at University and state level.
The document provides among others:
- brief description of scientific priorities and goals of each University,
- governance maps related to research administration at each Partner University,
- description of key aspects of research administration,
- description of legal issues possibly limiting the common use of individual university research infrastructure,
- good practice examples from Partner Universities concerning conducting and enhancing the quality of research by dedicated administrative, regulatory, IT and other solutions.
The Report was presented to highly qualified, external Experts, acting presently or in the past as Rectors of recognised European universities. Experts have provided valuable opinions and remarks regarding report content itself, actual makeup of the Alliance and presented some good practices related to research management. They have also suggested several further actions towards Joint Research Structures. Based on Experts’ opinions the content of the Report uploaded finally to EC was already updated. The Report and Expert opinions will serve as a base for further analysis and actions planned in following three steps of WP7: (4) propose a solution and a cost-benefit analysis, (5) devise a strategy and action plan on how to achieve the solution and (6) case study. Within these steps a concrete step-by step action plan will be deducted to guide the Alliance member institutions to adjust and align their structures together with recommendations for Joint Research Structures.
